Lesson 4Adaptive implementation framework

The Lesson 4 is the final but most important part of this e-learning training. It introduces a process of developing an implementation framework and key arrangements needed to put the lessons learned so far into practice in a progressive manner. The lesson highlights three pillars of proposed implementation framework to be implemented in a synergistic manner:

  1. enabling environments (such as policies, strategies, laws and institutional setups)
  2. an action plan covering short-medium and long term, and
  3. functional monitoring and evaluation.

The necessary policy, legal and institutional arrangements must be flexible to enable effective coordination, promote participation and result in strengthening the capacity and experience of the organization over time. Action plans, on the other hand, should be developed with a long-term vision and should adopt a systematic approach to risk management to ensure continuous improvement in disaster management capacity. Monitoring and evaluation is at the heart of adaptive disaster risk management and should facilitate experimentation and learning, as well as take into account uncertainties such as those that are particularly common in the case of compound and cascading disasters.
