Overall

The Institute for Global Environmental Strategies (IGES) successfully held a hands-on training programme on monitoring and evaluation (M&E) of climate change adaptation on 30th and 31st of October 2024 in Bangkok, Thailand. The training workshop aimed to promote and enhance the "Japan Adaptation Monitoring & Evaluation System (JAMES)," a web-based adaptation monitoring and evaluation tool available on AP-PLAT.

The workshop targeted officers from the Department of Climate Change and Environment (DCCE) within Thailand's Ministry of Natural Resources and Environment and provided a comprehensive two-day program. Participants attended lectures by IGES covering general information on Monitoring and Evaluation (M&E) and examples from Japan, a presentation by the Thai DCCE on the National Adaptation Plan (NAP) and related initiatives in Thailand, a practical exercise using the JAMES tool, and discussions focused on effectively implementing the system in Thailand to develop robust Monitoring, Evaluation, and Learning (MEL) frameworks. Additionally, IGES conducted exercises on setting key performance indicators (KPIs), drawing on insights from Japan's approach presented in the session. Participant officers’ feedback indicated that they gained a valuable understanding of the importance of MEL in supporting National Adaptation Plans. The training was basically conducted in English, and some Thai translation was added to help participants understand the details of concepts or ideas, e.g., the logic model.

Key findings

The followings are the key findings out of the training workshop:

  • - From the exercise of JAMES, the evaluation (Yes/Partial/No) can be different depending on a person who evaluated. Hence, it is important to have a consensus on criteria of evaluation in a given department/division.
  • - Eventually, it is important to disseminate the M&E framework to local government (their future goal) and design based on each situation.
  • - As M&E has already been established in different sectors, such as agriculture, disasters and ecosystem systems, there is a need to establish more effective M&E systems through inter-agency collaboration.

For the 2nd meeting

The first training introduced participants to the basics of M&E, including its importance, how to use the JAMES tool, and how to set up indicators through exercises and discussions. This foundation enables them to reflect on the implementation of the NAP and their areas of responsibility in the next session. The upcoming training is planned to further strengthen participants' capacity to implement and evaluate the NAP within their areas of responsibility. The next capacity-building workshop in Thailand will be held in January 2025.
