Guidance Standards of Adaptation Planning for ISO Local Governments and Communities, Final draft completed!
The International Organization for Standardization (ISO) promotes initiatives for climate change. The National Institute for Environmental Studies (NIES) has participated in the working group on "Guidance standards of adaptation planning formulation (ISO14092) for local governments and communities" from 2017. Since ISO wants the standard to be the same in all the world, experts from each country have been improving the guidance so that it can be implemented reasonably by local governments in any country.
At the final 4th expert meeting in Berlin, Germany, experts from Asian countries (Japan, Thailand, Malaysia, and Korea), Europe (the UK and Spain), and the Middle East and African countries (Lebanon and Uganda) conducted a discussion on the structure of local governments in each country. It has become referential guidance, which can be helpful in any country.
In the main part of the guidance, the following guidelines were incorporated: “Necessary framework for promoting adaptation in local governments,” “Impact assessment including the opportunities due to climate change,” “Formulation of regional adaptation plan,” “Implementation of adaptation plan,” “Monitoring and assessment,” and “Report and communication.” In response to the comments from the European Union (EU), the guidelines on indicators used by local governments in monitoring and assessment for the plan have been added in the appendix.
After completion of the draft, experts created a conceptual diagram, which indicated that the continuous process of learning and improving regional adaptation plan is the principle of the guidance. At the general meeting of the upper committee, which followed the Berlin meeting, Dr. Yasuaki Hijioka, Deputy Director of Center for Climate Change Adaptation, used the conceptual diagram to introduce the outline of the standard and reported the completion of the draft.
The draft is expected to be issued as early as November 2019 after review and approval by voting by the upper committee.
