OVERVIEW

The Japan International Cooperation Agency (JICA) held its five-day Japanese-language Capacity Development Training on Climate Action and Development FY 2026 (in Japanese: 2026年度能力強化研修「気候変動対策と開発」) in Tokyo from 28 September to 2 October 2026. As in last year’s course, AP-PLAT contributed a lecture by Dr. Hiroya Abe on the second day.

JICA Training Overview

Offered annually since 2018, this short-term training program aims to equip professionals in Japan with the knowledge needed to contribute to international cooperation on climate action, including through JICA projects. It serves both those seeking to enter the field and those already involved in development cooperation who wish to deepen their understanding of climate change mitigation and adaptation.

This year’s course brought together 35 participants whose expertise ranged from agriculture and rural development to urban planning, water resources, disaster risk reduction, transport, energy, and environmental management. Participants reported overseas stays or professional connections across Asia, Africa, the Pacific, the Middle East, Europe, and the Americas.

The first two days offered both online and in-person participation, while the final three days, which included practical exercises, were held exclusively in person. Attendance throughout the five-day program was required to receive a certificate of completion. Of the 35 participants, 33 completed the course.

Topics Covered

The program provided practical knowledge about international climate frameworks and mechanisms as well as JICA’s policies and projects, with a focus on incorporating climate measures into project planning and implementation. Through lectures and practical exercises, participants explored how Japan’s knowledge and experience could support climate action that responds to developing countries’ needs. Topics included:

  • International climate frameworks and initiatives, including the Paris Agreement
  • Japan’s mitigation and adaptation measures, and initiatives to promote adaptation across Asia-Pacific
  • JICA’s climate action and sustainability initiatives, and the work of experts in technical cooperation projects
  • Trends in carbon credits and market mechanisms
  • Future weather and climate projections
  • Green Climate Fund (GCF) project formulation, case studies, and exercises incorporating Theory of Change
  • Practical application of JICA Climate-FIT tools for both mitigation and adaptation
  • National-level climate policies, including the formulation of Nationally Determined Contributions (NDCs), mitigation and adaptation measures for their implementation, and collaboration with the private sector.

AP-PLAT’s Contribution

Dr. Hiroya Abe of AP-PLAT delivered a 90-minute session, combining a lecture, demonstrations of online tools, and Q&A. The lecture, titled Promoting Climate Change Adaptation in the Asia-Pacific Region, introduced the National Institute for Environmental Studies (NIES), its Center for Climate Change Adaptation (CCCA), and the two adaptation information platforms operated by the Center: A-PLAT for Japan and AP-PLAT for the Asia-Pacific region.

The session focused primarily on AP-PLAT’s activities in supporting adaptation across the Asia-Pacific region and beyond. Dr. Abe also highlighted AP-PLAT’s online tools and resources, including ClimoCast for climate projections, Climate Impact Viewer for exploring climate impacts, Adaptation Databasefor sharing knowledge about adaptation projects and initiatives, and Green Climate Fund (GCF) Concept Note Navigator for supporting the preparation of GCF concept notes.

Conclusion

AP-PLAT is pleased to cooperate with JICA across several areas and looks forward to further collaboration to advance climate change adaptation.
