Overview
The Japan International Cooperation Agency (JICA) organized the Capacity Development Training on Climate Action and Development (in Japanese: 2025年度能力強化研修「気候変動対策と開発」) in Tokyo. The program provided practical knowledge on climate frameworks, global trends, and JICA’s policies and projects, while building skills to prepare future international cooperation professionals in the climate field. AP-PLAT contributed to the program through a lecture by Dr. Hiroya Abe, a member of the AP-PLAT team, on 30 September 2025.

The five-day course was conducted in Japanese, with full attendance required for completion. Approximately 30 participants from diverse professional backgrounds took part (excluding observers). The training was held in a hybrid format: the first two days were available both online and in-person, while the final three days, which included practical exercises, were conducted in person only.
Topics Covered
The program was designed to provide practical knowledge of international climate frameworks, global trends, and JICA’s cooperation policies and projects, as well as guidance on how to integrate climate measures into project design and implementation. Through lectures and hands-on exercises delivered by experts from government, academia, research institutes, and international organizations, participants gained both theoretical understanding and practical skills. Over the week, participants explored a wide range of topics, including:
- Trends in carbon credits and market mechanisms
- JICA’s technical cooperation projects and long-term expert assignments in mitigation and adaptation projects
- Green Climate Fund (GCF) project formulation, Theory of Change, and case studies
- Practical exercises using JICA Climate-FIT tools
- National-level climate policies, including the formulation and implementation of Nationally Determined Contributions (NDCs), and collaboration with the private sector.
AP-PLAT’s Contribution
Dr. Hiroya Abe of AP-PLAT delivered a comprehensive 90-minute lecture and Q&A session, titled Promoting Climate Change Adaptation in the Asia-Pacific Region. The lecture introduced the National Institute for Environmental Studies (NIES) and its activities, presented Japan’s national adaptation platform (A-PLAT) and its Asia-Pacific-oriented international counterpart (AP-PLAT), and examined future challenges in advancing climate change adaptation.
The session focused particularly on AP-PLAT’s role in supporting adaptation across the Asia-Pacific region and globally. Dr. Abe highlighted a suite of online tools developed under AP-PLAT, including ClimoCast (for climate projections), the Climate Impact Viewer (for impact assessments), and the Adaptation Database (for best practices and knowledge sharing). He also introduced the soon-to-be-launched Green Climate Fund (GCF) Concept Note Navigator, designed to support the preparation of funding proposals.
Conclusion
The Capacity Development Training on Climate Action and Development was an intensive five-day program. It linked global frameworks, Japan’s strategies, key platforms such as AP-PLAT, JICA’s Climate-FIT tools, and GCF project formulation, providing participants with practical knowledge and skills for addressing climate change.
