OVERVIEW
Ms. Rhonda Tiakia, a Member of the Niue Legislative Assembly, visited the National Institute for Environmental Studies (NIES), expressing strong interest in the climate change challenges facing Pacific Island countries.
The visit began with an introduction to the aircraft monitoring laboratory by Dr. Toshinobu Machida of the Earth System Division. This was followed by a presentation from Dr. Yuji Masutomi of AP-PLAT, who introduced ongoing climate change adaptation initiatives as well as outreach and awareness-raising tools.

BACKGROUND AND RELATIONSHIP WITH AP-PLAT
Niue is a small island nation in the South Pacific that, like many Pacific Island countries, faces significant climate risks, particularly from sea-level rise. Niue is one of the member countries of the Secretariat of the Pacific Regional Environment Programme (SPREP), which supports environmental protection and climate resilience across the region. The Pacific Climate Change Centre (PCCC), hosted by SPREP, is also a partner organization of AP-PLAT, strengthening regional collaboration on climate information and innovation.
The lecture took place in a warm and friendly atmosphere, highlighting both institutional partnerships and personal connections.
AP-PLAT’S CONTRIBUTION
During the visit, Dr. Masutomi explained that, in Japan, the Climate Change Adaptation Act led to the establishment of the Climate Change Adaptation Center (CCCA), under which A-PLAT and AP-PLAT are operated. He emphasized that AP-PLAT plays an important role in bridging science and stakeholders by translating scientific knowledge into practical tools and accessible information.
She actively searched for Niue’s case study featured in the Adaptation Database, showing interest in how local experiences are shared internationally. Dr. Masutomi expressed his willingness to further highlight good practices from Niue, should additional examples be available.
Both sides also discussed the challenges of accessing the Green Climate Fund (GCF). To demonstrate potential support, she generated a sample output for Niue using the Concept Note Navigator. Ms. Seki explained that the tool could serve as a practical first step toward improving access to climate finance.
Her warm and friendly personality left a lasting impression, evoking a sense of Niue’s welcoming spirit. Through AP-PLAT, we sincerely hope to continue supporting climate change adaptation efforts in Pacific Island countries, including Niue.
