AP-PLAT’s Technical Cooperation:
Advancing a Just and Inclusive Energy Transition in ASEAN

Event Workshop on Climate Change Impacts on Energy Infrastructure in ASEAN and Training on Climate Risk Assessments
Date 10 February 2026
Place Dusit Thani Hotel, Makati City, Metro Manila, Philippines.
Organizers The ASEAN Centre for Energy (ACE)

Dr. Yuji Masutomi of the AP-PLAT team was invited to participate in the workshop to support science-based climate risk and impact assessments aimed at building “readiness” for climate-resilient renewable energy infrastructure in ASEAN.

OVERVIEW

Climate-related risks—including heatwaves, tropical cyclones, floods, and sea-level rise—are increasingly threatening the reliability and sustainability of energy systems across ASEAN. In response, the ASEAN Centre for Energy (ACE), with support from the Government of Norway, the European Union (EU), and the Government of Germany, is promoting regional cooperation to strengthen the resilience of energy infrastructure.

The workshop was convened to enable policymakers and practitioners to better understand and share knowledge on the energy–climate nexus. Dr. Masutomi, together with several researchers, delivered an introductory lecture as part of the program.

AP-PLAT’S CONTRIBUTION

AP-PLAT provides a robust database for climate risk and impact assessments based on multiple climate scenarios from the IPCC Sixth Assessment Report (AR6), covering both historical and future projections. The lecture emphasized that such science-based data are essential for building the “readiness” needed to assess and anticipate climate impacts on renewable energy infrastructure.

Through the provision of its climate and impact projection tools—ClimoCast (for climate projections) and the Climate Impact Viewer (for impact assessments)—as well as the Adaptation Database (for best practices and knowledge sharing), which compiles adaptation case studies, and the GCF Concept Note Navigator, a tool supporting access to climate finance, AP-PLAT will continue to contribute to evidence-based policymaking and capacity building related to energy infrastructure resilience.
