The National Institute for Environmental Studies (NIES) hosted a workshop as part of the JICA Thematic Training Course on Climate Change Adaptation. During the half-day program held on 17 October 2025, Dr. Yuji Masutomi of AP-PLAT delivered a hands-on lecture introducing AP-PLAT, its activities and online scientific tools.

Participants from Three Continents

The training course, organized by JICA and OECC, brought together 14 participants from 12 countries across Asia and the Pacific (Bangladesh, Fiji, Kiribati, Pakistan, Samoa, Sri Lanka, Tajikistan, Thailand), Africa (Egypt, Sierra Leone, Zambia), and South America (Brazil).

Participants represented government ministries and departments (such as the Department of Environment and the Ministry of Rural and Maritime Development), research institutes (such as the Institute of Urban Research and Planning and the Agricultural Research Center), and international initiatives such as the Blue Nation Alliance.

Scientific Tools Toward Science-Based Adaptation

Dr. Masutomi’s lecture, titled Scientific Tools Toward Science-Based Adaptation, consisted of two parts.

  1. Introducing AP-PLAT as an information platform: He highlighted AP-PLAT’s role in supporting adaptation through science-based information and tools, focusing on the ClimoCast climate projection tool, the Adaptation Database featuring a growing collection of good practices, and the Green Climate Fund (GCF) Concept Note Navigator, designed to assist applicants in creating a persuasive Concept Note for the GCF funding process. Dr. Masutomi also shared examples of AP-PLAT’s ongoing capacity-building activities and support for adaptation planning in partner countries.
  2. Hands-on exercise using ClimoCast: Participants used their laptops to explore climate projections for selected locations. Although a weak internet connection prevented some from directly accessing the tool, they followed along on the main screen and engaged in active discussion as Dr. Masutomi demonstrated analyses for Samoa, Brazil, and Egypt – countries suggested by participants. Despite the technical difficulties, participants showed strong interest and exchanged ideas on how such tools can inform their national adaptation efforts.
