From 6 to 9 May 2025, AP-PLAT joined the Regional Training Workshop on Building Capacity for Green Climate Fund (GCF) Concept Note Development in Central, South, and Southeast Asia, organized by the Regional Resource Centre for Asia and the Pacific at the Asian Institute of Technology (AIT RRC.AP). The event, held in Bangkok, Thailand, was financially supported by the Ministry of the Environment, Japan (MOEJ), and conducted in collaboration with the Green Climate Fund (GCF) Secretariat.

Around 20 participants from seven countries joined the training: Bangladesh, Cambodia, Kazakhstan, Kyrgyzstan, Lao PDR, Nepal, and Uzbekistan. The workshop aimed to enhance the capacity of National Designated Authorities (NDAs), Accredited Entities (AEs), and other key stakeholders in developing high-quality concept notes in line with the GCF Simplified Approval Process (SAP).
Through interactive sessions and practical exercises Through interactive sessions and practical exercises, participants learned to apply key tools such as impact chain analysis, participants learned to apply key tools such as impact chain analysis, problem and objective tree analysis, theory of change development, gender and social inclusion mainstreaming, environmental and social risk assessment, and logical framework design. The exercises helped teams produce draft components for GCF concept notes tailored to their national climate adaptation priorities.

AP-PLAT contributed a session led by Dr. Yuji Masutomi from the National Institute for Environmental Studies (NIES), who introduced “ClimoCast,” a scientific climate projection tool available on AP-PLAT. He demonstrated how to incorporate evidence-based scientific data into the climate rationale sections of GCF proposals, helping to improve proposal quality.

The workshop concluded with country teams drafting key components of GCF proposals.
AP-PLAT remains committed to supporting capacity-building initiatives that promote science-based project development and facilitate access to global climate funds.
