Activity 1: Assessing Climate Change and Health Linkages, Adaptation Strategies, and Health System Resilience in the Indo-Pacific Region
This study involved a comprehensive desk-based review to establish linkages between climate change and human health in the Indo-Pacific region. It analyzed literature to identify adaptation and mitigation actions, mapped interventions with tangible health outcomes, and assessed disproportionate impacts on vulnerable groups based on biophysical, socioeconomic, and governance factors. The study evaluated public health systems’ capacities to address climate-induced health risks, particularly for the poor and vulnerable. It documented good practices, including policies and pilot initiatives, and outlined recommendations to enhance health system resilience to climate risks, aligning with policy priorities and multilateral and national frameworks.
Case for Activity 1
The study examined climate change’s health impacts in the region by conducting in-depth analyses for eleven countries: India, Bangladesh, Nepal, Thailand, Vietnam, Philippines, Indonesia, Malaysia, Cambodia, Fiji, and Tuvalu. Relevant literature from different sources including journals, IPCC, WHO, World Bank, ADB reports and websites, were reviewed. Using a 3-tier screening process—global, regional, and national—the study assessed adaptation and mitigation actions and evaluated public health systems’ capacities to address climate-induced health risks in the selected countries.
Activity 2: Conducting Stakeholder Engagement and Consultation on Climate-Health Integration in the Indo-Pacific Region
This activity involved stakeholder engagement and consultations across eleven selected countries in the Indo-Pacific region to assess health system capacities in integrating responses to climate risks. Key stakeholders working at the intersection of climate and health were identified. Country-specific consultations were conducted to gather insights into health systems, the implementation status of adaptation and mitigation measures, and best practices. These discussions helped understand the challenges and opportunities in enhancing climate resilience within health systems, ensuring that strategies align with national priorities and effectively address climate-induced health risks in vulnerable populations.
Case for Activity 2
The Indo-Pacific region faces critical healthcare challenges, exacerbated by climate change. Stakeholders identified issues such as limited funding, workforce shortages, weak early warning systems, inadequate hospital infrastructure, and lack of long-term care policies, etc. Consultations led to recommendations for scaling up adaptation strategies, strengthening regional collaboration, and improving health system resilience.
Activity 3: Dissemination of Findings and Policy Recommendations
This activity involved disseminating key findings and policy recommendations from stakeholder consultations and literature reviews on climate-health linkages in the Indo-Pacific region. Policy briefs summarizing challenges, opportunities, and recommended actions were developed and shared with government agencies, healthcare institutions, and regional organizations. Workshops and stakeholder meetings were conducted to facilitate discussions on implementing adaptation strategies and strengthening health system resilience. Additionally, findings were presented in conferences and forums to enhance cross-country learning and collaboration, ensuring that evidence-based insights inform policy and decision-making at national and regional levels.
Case for Activity 3
Regional-level workshops (in hybrid mode) were organized in India, Nepal and Thailand, bringing together government officials, climate scientists, and public health experts to discuss strategies for integrating climate adaptation into health policies. The event facilitated knowledge exchange, highlighting best practices from other Indo-Pacific nations. Additionally, findings were presented at regional forums, ensuring cross-country learning and collaboration.
