Challenge

The Philippines needs shared, reliable climate information so that ministries, local governments, and other stakeholders can coordinate adaptation and mitigation decisions.

Solution

The NICCDIES system consolidates climate data, policies, action plans, and finance information in one platform to support coordinated, evidence-based climate action across sectors.

Overview

Climate change policies affect many sectors and areas of society. Governments need to integrate climate considerations into different fields and policy domains so that climate action is consistent and effective. Ministries and agencies responsible for climate policy must work closely with other government bodies, and this coordination depends on clear, shared information.

In the Philippines, the Climate Change Commission (CCC) is responsible for coordinating national climate change policies. To support collaboration and data sharing, the CCC developed the National Integrated Climate Change Database Information and Exchange System (NICCDIES). According to the CCC, NICCDIES is the main platform for bringing together and tracking climate and climate action data from public, private, and other stakeholders, and it gives decision-makers access to this information for policy, planning, and investment.

NICCDIES covers a wide range of topics related to climate policy, including basic climate science, greenhouse gas inventories, and strategies for both mitigation and adaptation. This breadth makes the platform useful for climate experts and for users who are new to climate issues. For stakeholders who are less familiar with climate change, NICCDIES offers an overview of the challenges and the Philippines government’s policy responses.

Mainstreaming climate information and action

NICCDIES supports efforts to integrate climate change into national and local planning. The platform consolidates climate-related data and policy documents in one place and helps ministries, local governments, and other actors build a shared understanding of climate risks and responses. This shared information base can make it easier to align sectoral policies with national climate goals.

The platform presents information in a way that highlights how different pieces of the climate response fit together. Users can see basic science, national policy frameworks, and sectoral strategies in a single system. This structure supports communication across agencies and supports more coherent climate actions.

Supporting action plans and climate finance

NICCDIES is designed to encourage concrete climate action. One notable feature is its Action Plans section, which presents national and local climate change action plans. These documents provide roadmaps for stakeholders who want to understand existing priorities and identify where their own initiatives can connect with established plans.

NICCDIES also includes a Climate Finance section that lists domestic and international funding sources for climate projects. Access to finance is often a barrier for organizations that want to develop or expand climate initiatives. The platform presents information about available funding in one place and helps users see which resources may be relevant to their projects.

These functions collectively link information, planning, and implementation. Users can move from understanding climate risks and policy frameworks to identifying action plans and potential funding sources. This makes it easier for a wide range of actors to participate in climate action.

A shared platform for coordinated climate action

NICCDIES serves as a shared reference point for climate information in the Philippines. It offers access to data on climate change impacts, national policies, and resources such as finance and action plans. This helps government agencies, local authorities, civil society, and other stakeholders base their decisions on the same information.

The platform’s role as a central source of information supports more coherent and coordinated climate action. Users seeking to understand current climate conditions, or looking for practical starting points for new initiatives, can use NICCDIES to find relevant materials. This shared information base supports collaboration across sectors and levels of government and helps integrate climate considerations into broader development planning.
